The Scheme provides five types of registration:


  • Authorized Persons;
  • Registered Inspectors;
  • Registered General Building Contractors;
  • Registered Minor Works Contractors (Class I); and
  • Registered Fire Service Installation Contractors (Class 1 or 2).

This Scheme is in company-based and not applicable for individual application.

BRCRS is a fee-based scheme with a view to recovering the operation costs. The building rehabilitation platform will offer a special rate to the service provider who are interested in applying for this scheme to conduct an assessment. During the promotional period*, the first assessment fee for application will be HK$3,750, and thereafter, each assessment application fee will be HK$7,500.

Please note: fees are calculated based on the number of application categories. If a company applies for more than one category, it will need to pay the same application fee for each category.

Payment Method:

  • Mailing cheque to the office of Urban Renewal Authority (Finance Division), please make the check payable to the “Urban Renewal Authority”
  • Scanning the FPS QR Code printed on this Debit Note, with the mobile apps of FPS-participating banks and stored value facilities operators to make payment
  • Using Visa/ Mastercard for online payment through payment gateway

Building rehabilitation works is only one of the eligible types of projects in the Scheme, please refer to Scheme Handbook Part three “Scheme Details” 3.4.2 “Project Eligibility” for details. Projects that applicants can demonstrate the fulfillment of the core requirements of BRCRS are also eligible.

Any one of the following may lead to withdrawal of registration:


  • Violation of the T&C, including but not limited to the following items:
    • Failure to permit the renewal registration assessment;
    • Failure to settle the registration related fee;
    • Provision of misleading information by the Applicant during the registration process;
    • Violation of the Self-Declaration and Self-Disclosure of basic company information as listed in Tables 1.1 and 1.2 of Part 5 of the Scheme Handbook;
  • The Registered Company becomes subject to the bankruptcy laws or makes any arrangements with its creditors, or enters into liquidation, or has a receiver of its business appointed, or an officer of the Registered Company is convicted of an offence tending to discredit the reputation and good faith of the Registered Company as a building rehabilitation service provider;
  • The Registered Company goes into bankruptcy, liquidation, insolvency or receivership or an administrator is appointed for any or part of the undertaking thereof;
  • There is a complaint or *negative mass media report against the Registered Company and the negative mass media report is related to the registration scope of the Registered Company.

* Negative mass media report refers the arrest by the law enforcement agents (i.e. Hong Kong Police Force, Independent Commission Against Corruption & Competition Commission) or hearing related to the violations, convictions and records of disciplinary action declared by the registered company. If the registered company provides a false declaration during the application period or the registration period, this may lead to withdrawal of registration.

Yes, but you must fulfill the eligibility of different type of registration according to Scheme Handbook Part three “Scheme Details” 3.4 “Applicant Eligibility”. You could click more than one type of registration in the application form and on-site assessment will be conducted separately according to the type of registration.

Before successful registration, you cannot change the information in the submitted application form.

For any updates, you can contact our hotline for technical support of the online application system at 2588 2322/ 2588 2680 during office hours (9:00am-6:00pm from Monday to Friday) or submit a "Remarks" inside the application form for our further follow up.

If you want to change the company's basic information disclosed on the "Building Rehabilitation Company Database", you can log in to your account to modify the company information directly inside the System. The company reserves the right to delete any inappropriate information.

The application form will first go through an initially approval. After the initial approval, the applicant must pay for the application fee. The assessment will be conducted 6 weeks after the initial approval and payment are completed.

During registration assessment of the Scheme, a completed project will be sampled by a qualified assessors during on-site assessment.

Assessment is different for each type of categories of application. Please refer to Scheme Handbook Part five “Scheme Requirements” 5.2 for “Core Requirements” details.

Applicants will be notified of the selected project 4 weeks before the assessment date. Please prepare the required documents for the assessment accordingly.

Applicants are required to provide a list of the latest completed projects at least 5 weeks before the scheduled on-site assessment date.

Different categories have different assessment details, and assessments are conducted independently, with each assessment taking about half a day. However, the consultant will try to accommodate applicants and schedule the assessments for both categories on the same day if possible.

The applicant must pay the reassessment fee and provide a new completed project list since the last registration assessment date, which will be sampled by the assessor for reassessment.

No passing score for BRCRS and all assessment results will be disclosed for all successful registrants.

After the approval of a successful registration, a registration certificate valid for 3 years will be issued.

The information of successful registrants will be included in the Building Rehabilitation Company Database. The public can search for the registered company information through the database search engine. The URL of the database search engine is as follows:

After the successful registration is approved, a registration certificate valid for 3 years will be issued. The renewal application must be applied and completed assessment before the registration certificate expired.

Applicants can cancel/withdraw from the Scheme at any stage, but the fees paid will not be refunded.

Both ST and BRCRS are fee-based scheme with a view to recovering the operation costs. The target of ST is the building owner, while the target of BRCRS is the service provider. The fees collected from BRCRS are mainly used to pay for the independent consultants to conduct the on-site assessment to assess whether the company has the related mechanisms or systems in quality management, professional services and customer services for performing building rehabilitation works. Property owners can browse the database for to obtain useful information for free.

ST and BRCRS is different fee-based scheme. Independent to each other and no direct relationship. However, the company name of all successful BRCRS registrants will be displayed in the ST company list for public reference.

No. BRCRS will not affect tendering decision but the company need to register in ET-platform separately.
